To strengthen our engineering and permitting capacity, we are seeking a Civil Engineer/Architect with strong experience in construction permitting procedures in Albania to support project development from concept through approval and implementation.

**Role Purpose**

The Civil Engineer/Architect will be responsible for managing and coordinating engineering inputs and construction permitting processes, ensuring full compliance with Albanian legislation and regulatory requirements. The role will work closely with technical teams, authorities, designers, and clients to secure permits and approvals efficiently.

**Key Responsibilities**

**Engineering & Technical Support**

- Review and contribute to engineering designs and technical documentation in line with Albanian construction standards and regulations.
- Coordinate with designers, surveyors, environmental specialists, and other engineers during project development.
- Support preparation of feasibility studies, technical reports, and construction documentation.

**Construction Permitting & Approvals**

- Lead and coordinate construction permitting procedures in Albania, including:
- Development permits
- Construction permits
- Infrastructure and utility approvals
- Compliance with Territorial Planning legislation
- Prepare, review, and submit technical documentation to national and local authorities.
- Act as the main technical focal point with permitting authorities, municipalities, and relevant institutions.
- Monitor approval timelines and ensure timely follow-up on submissions and conditions.

**Regulatory & Compliance**

- Ensure compliance with Albanian laws and bylaws related to construction, spatial planning, infrastructure, and public works.
- Track regulatory updates affecting civil engineering and construction permits.

**Project Coordination**

- Support Project Managers in scheduling, risk identification, and coordination of technical approvals.
- Assist in responding to authority comments and revising documentation accordingly.
- Maintain organized records of permits, approvals, and correspondence.

**Site & Implementation Support (as required)**

- Provide technical support during construction phases related to permit conditions.
- Support site inspections and technical meetings with authorities and contractors.

**Qualifications & Experience**

**Minimum Requirements**

- Bachelor’s degree in Civil Engineering/Architecture (Master’s degree is an advantage).
- 3–7 years of professional experience in engineering sector with direct involvement in construction permitting in Albania.
- Strong knowledge of Albanian construction, planning, and permitting legislation.
- Demonstrated experience working with municipalities, National Territorial Planning Agency (AKPT), and relevant authorities.
- Excellent command of English (written and spoken).
- Proficiency in engineering software (AutoCAD required; Civil 3D or similar is an asset).
- Strong organizational skills and ability to work independently.

**Desirable Qualifications**

- Experience on infrastructure, energy, industrial, or complex development projects.
- Experience working with international clients or donor-funded projects.
- Valid professional license in Albania (if applicable).
