**As we grow, we are seeking a proactive Business Development & Procurement Specialist to strengthen our pipeline, manage opportunities, support proposal development, and coordinate procurement processes aligned with international and national standards.**
**Role Purpose**
**The Business Development & Procurement Specialist will lead and coordinate the identification of new business opportunities, preparation of proposals, development of partnerships, and management of procurement procedures. The role is critical to supporting GR Albania’s strategic growth and ensuring high-quality, competitive bids.**
**Key Responsibilities**
**Business Development**
- Monitor tenders, calls for proposals, and procurement notices from national institutions, IFIs (World Bank, EBRD, ADB), EU/IPA, UN agencies, and private sector clients.
- Analyze market trends, competitor activities, and upcoming pipeline opportunities across engineering, environmental, and infrastructure sectors.
- Maintain and expand relationships with public and private stakeholders, donors, partners, and subcontractors.
- Maintain an organized Business Development tracker with deadlines, submission plans, and Business Development reporting to management.
- Identify consortium partners, negotiate teaming agreements, and coordinate partner inputs for proposals.
- Support GR Albania’s presence through networking events, industry conferences, and digital channels when needed.
**Proposal & Tender Preparation**
- Lead end-to-end preparation of Expressions of Interest (EOIs), Technical Proposals, and Financial Proposals.
- Draft/review methodology, company experience, staff CVs, and project references.
- Ensure bid documents meet all administrative and technical requirements according to tender instructions.
- Coordinate internal reviews to ensure clarity, competitiveness, and alignment with GR Albania’s quality standards.
- Oversee proposal timelines and ensure timely submission (including electronic portals).
**Procurement & Contracting**
- Support procurement of consultants, experts, technical services, and materials in compliance with GR Albania’s procedures.
- Prepare Requests for Quotations (RFQs), evaluation grids, and procurement reports.
- Support contract drafting, negotiation, and ensuring compliance with contractual obligations.
- Prepare cost estimates and assist in financial proposal calculations.
- Maintain organized procurement and proposal archives.
**Qualifications & Experience**
**Minimum Requirements**
- Bachelor’s degree in Business Administration, Economics, Engineering or related field.
- 3–5 years of experience in business development, tendering, procurement, or project acquisition—preferably in consulting, engineering, environmental, or donor-funded sectors.
- Strong understanding of procurement procedures (World Bank, EBRD, IPA/EU, UN, Government of Albania).
- Excellent English language skills (written & spoken).
- Strong writing abilities—able to draft clear, structured proposals and corporate materials.
- Excellent organizational and time-management skills.
- Proficiency in MS Office (Word, Excel, PowerPoint); experience with procurement portals is an asset.
**Desired Skills**
- Experience preparing technical proposals for engineering, geospatial, and environmental projects.
- Familiarity with CV formatting for IFIs/Donors.
- Ability to multitask and work independently.
- Negotiation skills and comfort dealing with suppliers and partners.
- Understanding of financial proposals, budgeting, and cost structures.
