Role Overview
Neon is seeking a highly organized and people-centric
**Recruiter & HR Manager**
to lead talent acquisition and HR operations for our Tirana office and international team. This is a hybrid role combining
**full-cycle recruiting**
with
**day-to-day HR management**
, culture building, and operational support.
You will be responsible for scaling our Albania-based engineering and product teams, building structured HR processes, and ensuring a positive, compliant, and high-performance work environment.
This is a hands-on role ideal for someone who thrives in a startup environment, enjoys building systems from scratch, and wants to grow into a senior People leadership position over time.
Key ResponsibilitiesTalent Acquisition & Recruiting (Primary Focus)
- Own full-cycle recruiting for roles across Engineering, Product, Design, QA, DevOps, and Operations.
- Partner with Neon leadership to define hiring plans, role requirements, and candidate profiles.
- Source candidates through LinkedIn, job boards, universities, referrals, and local networks.
- Screen resumes, conduct initial interviews, and coordinate technical and leadership interviews.
- Manage the offer process, compensation benchmarking, and candidate negotiations.
- Build and maintain a strong employer brand for Neon in Albania and Eastern Europe.
- Create and manage a structured hiring pipeline and recruiting metrics (time-to-hire, cost-per-hire, quality-of-hire).
HR Operations & People Management
- Serve as the primary HR contact for employees in the Tirana office.
- Manage onboarding and offboarding processes for all Albania-based team members.
- Maintain employee records, contracts, and compliance documentation.
- Support performance reviews, promotions, role changes, and compensation adjustments.
- Handle employee relations issues with professionalism, discretion, and fairness.
- Support leadership with organizational design and team scaling plans.
Culture, Engagement & Office Management
- Build and nurture a strong Neon culture aligned with company values.
- Organize team events, offsites, and engagement initiatives.
- Support office operations, facilities, and vendor relationships as needed.
- Act as a trusted partner to employees and leadership for people-related matters.
HR Systems, Policies & Compliance
- Implement and manage HR tools for recruiting, onboarding, and employee management.
- Draft and maintain HR policies, handbooks, and internal procedures.
- Ensure compliance with Albanian labor laws and best practices.
- Coordinate with Neon’s U.S. leadership on contractor vs. employee structures when applicable.
Required
- 3–7 years of experience in recruiting, HR, or People Operations (startup or tech preferred).
- Proven experience hiring technical roles (software engineers, QA, product, etc.).
- Strong understanding of the Albanian labor market and employment regulations.
- Excellent interpersonal and communication skills in English and Albanian.
- Highly organized with strong attention to detail.
- Ability to operate independently in a fast-paced startup environment.
- Experience supporting distributed or international teams.
- Interest in growing into a Head of People / People Operations leadership role.
