The project SOLIDAR-Together in health emergencies is a project funded by the Swiss Agency for Development and Cooperation (SDC) implemented by GFA Consulting Group GmbH. Its overall goal is that people in Albania, including the most vulnerable, have improved access to quality emergency care services managed by a more resilient health emergency system at all levels. The project objectives are: 1) Strengthening the Health Emergency System, 2) Strengthening Emergency Medical Services, and 3) Strengthening Community Engagement. **Support to the Development of an Action Plan for Primary Health Care (2026–2030)**

**SOLIDAR –**
*Together in Health Emergencies*
is launching a call for a
**National Short-term Expert**
to provide technical assistance in the development of a comprehensive Action Plan for Primary Health Care in Albania (2026–2030).

This assignment directly contributes to strengthening Albania’s health emergency system by ensuring the systematic integration of emergency preparedness and response measures at the primary health care level.

**The selected expert will support:**

• Development of an evidence-based and operational Action Plan aligned with national strategies

• Integration of emergency preparedness into primary health care services

• Coordination with key national stakeholders and expert teams

• Translation of policy frameworks into implementable actions

**Duration:**
April – October 2026

**Profile required:**

• Advanced degree in public health or related field

• Minimum 10 years of experience in health systems strengthening

• Proven expertise in primary health care policy and strategic planning

• Strong experience working with national institutions and international partners

The assignment will be implemented in close coordination with the Ministry of Health and Social Welfare and key national health institutions.
