**National UNV Assignment - Albania**
The UNODC Regional Office of South-Eastern Europe (ROSEE) in Istanbul covers a region composed by the following countries/jurisdictions: Albania, Bosnia and Herzegovina, North Macedonia, Montenegro, Kosovo (all references to Kosovo are intended under UNSCR1244/1999), Serbia and Türkiye, as well as Bulgaria, Croatia, Cyprus, Greece, Romania and Slovenia. Through the delivery of technical assistance under the UNODC Regional Programme for South-Eastern Europe 2024-2029 (RPSEE), ROSEE provides strategic support and high-level expertise on drugs, crime, corruption, criminal justice, and terrorism, to partner in countries and jurisdictions across South-Eastern Europe. ROSEE promotes international cooperation connecting different regions and countries in order to better support the implementation of drugs, crime, terrorism, corruption and cybercrime Conventions. Support to Albania is currently delivered through the UNODC Regional Office for South-Eastern Europe (ROSEE) located in Istanbul, Türkiye. UNODC assistance to Albania contributes to the implementation of the RPSEE and the UN conventions and standards on drugs, crime, corruption, terrorism and criminal justice, as well as to SDGs and UNSCDF implementation (in particular outcome 3 focusing on transparent and accountable governance, quality, inclusive services, enhanced rule of law and access to justice in line with Albania’s human rights commitments), and to the country’s EU accession process (in particular Chapter 23, 24 and 28 of the EU Acquis Communautaire). One of the flagship programmes is currently the UNODC. EU the Joint Action Promoting the Rule of Law and Good Governance through Targeted Border Control Measures at Ports and Airports in Southeastern Europe” (Phase II - 2024-2027). Through this initiative, implemented under the Passenger and Cargo Control Programme, UNODC supports Albania in strengthening its capacities in relation to border management by means of promoting law enforcement cooperation and information exchange, providing effective tools to prevent and fight organized crime and various forms of trafficking and further enhancing law enforcement capacities in the area of container, cargo and passenger security at airports and seaports. The establishment of one Port Control Unit in Durres Seaport and Airport Control Unit in Tirana International Airport is directly contributing to strengthened border controls in Albania. The Programme Specialist in Tirana has also the scope to revitalize UNODC-Albania relations and to facilitate the planning, organization and delivery of UNODC activities under the approved Regional Programme for South-Eastern Europe 2024-2029 in the national and UNODC Global Programmes related objectives.
**Task description**
Within the delegated authority and under the supervision of the ROSEE Regional Representative and the PCCP Regional Coordinator for South Eastern Europe, and in close collaboration with field offices and global programmes, the UN Volunteer will undertake the following tasks to ensure timely and duly Regional Office deliveries and contribute to the implementation of the RPSEE and of the 2030 Aagenda related to monitoring, reporting and evaluation results and communications, into programme development and implementation in the area of drugs and crime:
A. Regional Programme SEE Support and Programme Development (40%)
• Support the preparation, development and implementation of RPSEE and projects, as well as the implementation of new initiatives during their inception phase and provide ad hoc support to project teams for the implementation of their activities during surge periods;
• Support the mobilization of resources for UNODC technical assistance in Albania;
• Support the development or review of reports, briefing notes, project proposals, and concept notes;
• Develop, review and update country profiles covered by the region;
• Organize meetings and draft minutes of meetings with donors, partners, programme coordinators and heads of offices, etc.;
• Assist in programme progress reports and other corporate as well as ad hoc reporting requirements;
• Support the enhancement of the ROSEE website and communication tools;
• Perform any other duties required by UNODC ROSEE leadership;.
• Report to the Regional Representative and/or designated Focal Person for Albania.
B. Representing UNODC and Global Programmes in UN and other International Organizations (20%)
• Represent UNODC in UN Country Team (UNCT) meetings, Outcome Groups and in relevant coordination processes with the government and other UN agencies;
• Contribute to joint UN programming initiatives and inter-agency working groups related to governance and the rule of law;
• Share updates on UNODC projects and achievements during UN coordination meetings, provide input where necessary, including to the UN Sustainable Development Cooperation Framework (UNSDCF) and its implementation/monitoring, and ensure timely follow-up on agreed actions;
• Maintain regular communication with UN Resident Coordinator’s Office and other UN entities to strengthen collaboration and information exchange;
• Report to the Regional representative and/or designated Focal Person for Albania .
C. Support the Implementation of the EU PCCP Project and other BMB Programmes (40%)
• Support the implementation of the PCCP in Albania and delivery of capacity building activities including basic, practical and specialized training, workshops, mentorships, study visits, exchange visits, meetings, etc.;
• Assist with procurement of tools and equipment for PCCP beneficiary agencies in Albania including Customs and Police Administrations;
• Maintain liaison with PCCP beneficiary agencies in Albania including Customs and Police Administrations on planning, implementation and reporting of PCCP activities;
• Support operations of PCCP inter-agency units in Albania including Tirana International Airport and Durres International Seaport including quarterly reporting on activities, seizures, regional cooperation and information exchange;
• Maintain liaison with external partners including international organizations, donors and cooperation partners in Albania;
• Assist in coordinating and drafting PCCP and donor reports, as required, including revisions, quality control and finalization;
• Support PCCP regional activities and PCCP project staff in South-Eastern Europe to backstop activities;
• Provide substantive and administrative support to PCCP Regional Coordinator in preparation of relevant documents as required (e.g. official correspondence, presentations, mission agenda, report writing, project proposals and other documents);
• Support PCCP expansion to new priority areas in Albania and contribute to fundraising efforts
**Qualification Requirements**
• Bachelor's degree in law, social sciences, criminology, political science, international relations, or other relevant areas.
• At least 3 years of professional work experience at the national and/or international level in law enforcement, programme development, project management; experience with communication tools and advocacy is an asset, as is experience working in the UN or other international development organization;
• Experience in liaising and engaging with governmental and international partners;
• Excellent oral and written skills; excellent drafting, formulation, reporting skills in English and Albanian language;
• Accuracy and professionalism in document production and editing;
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
Summary of National UN Volunteer (Specialist) Entitlements: (paid in local currency)
• Current Monthly Living Allowance (MLA) is ALL 132000 (paid in local currency)
• Private insurance: Health, dental, life and dismemberment coverage by CIGNA
• Entry allowance: USD 400
• Exit allowance: USD 133.54 per month and upon the satisfactory completion of assignment
• Annual leave: 2.5 days accrued per calendar month
• Free access to different learning platforms and UN & UNV network

**Task description**
