Technical Project Manager – Engineering Albania

We are looking for a
**Technical Project Manager (TPM)**
to lead technical delivery, coordinate engineering activities, and ensure efficient execution of client and internal projects within Engineering Albania. Operating as part of the
**Nearshore Tech Labs ecosystem**
, this role provides operational leadership locally while maintaining functional coordination across all nearshore locations, ensuring full integration within the regional engineering framework, adherence to unified technical standards, and alignment with strategic direction through a dual reporting structure to the
**General Manager**
, Engineering Albania, and the
**Senior Technical Manager**
, Nearshore Tech Labs.

**Key Responsibilities**

**1. Technical Delivery Oversight**

- Ensure high-quality execution of technical work across multiple projects.
- Supervise delivery outputs, timelines, and compliance with client and internal expectations.
- Validate technical feasibility, solution design alignment, and adherence to established architecture standards (in cooperation with Nearshore Tech Labs).

**2. Cross-Country Technical Alignment**

- Implement Nearshore-wide engineering processes, standards, and best practices within the Albania hub.
- Collaborate closely with the Senior Technical Manager to ensure consistent delivery performance across Albania and Serbia.
- Execute technical tasks, assessments, and process improvements delegated by Nearshore Tech Labs.

**3. Process Management & Delivery Governance**

- Support the transformation from resource-based delivery to task/component-based delivery.
- Maintain Agile practices, coordinate sprint planning, and ensure high delivery maturity.
- Establish and monitor delivery KPIs, including quality metrics, SLA adherence, and operational efficiency.

**4. Team & People Leadership**

- Lead, coach, and develop cross-functional engineering teams.
- Conduct performance feedback, support career development processes, and identify skill gaps.
- Collaborate with HR and Nearshore technical leadership on upskilling initiatives and competency development.

**5. Stakeholder Collaboration & Reporting**

- Provide operational updates to the General Manager, Engineering Albania.
- Report technical risks, progress, and alignment topics to the Senior Technical Manager.
- Ensure transparent communication with local and regional stakeholders, including delivery leads and corporate teams.

**Qualifications & Experience Requirements**

- Bachelor’s or Master’s degree in Computer Science, Engineering, or related field.
- 5+ years of experience in software engineering and/or technical leadership.
- Strong technical background with experience in enterprise systems (Java, .NET, or similar).
- Proven experience in Agile delivery environments (Scrum, Kanban).
- Experience working in multinational or matrixed organizations.
- Strong leadership, mentoring, and communication skills.
- Fluency in Albanian and English; Italian is an advantage.
- Certifications such as PMP, Scrum Master, or SAFe are considered a plus.
