**About the Role**

GR Albania is seeking a Socio-Economic Expert to support socio-economic research, impact assessment, stakeholder engagement, and reporting for infrastructure, urban development, tourism, energy, and other strategic investment projects. The role will contribute to high-quality deliverables aligned with national legislation and international good practice (e.g., IFC/World Bank frameworks where applicable).

**Key Responsibilities**

- Lead and/or support baseline socio-economic profiling (demographics, livelihoods, employment, vulnerable groups, services, local economy).
- Design and implement data collection tools (surveys, interviews, focus groups), including sampling and fieldwork planning.
- Conduct social and economic impact assessments (positive/negative, direct/indirect, short/long term, cumulative where relevant).
- Support development of mitigation measures, enhancement measures, and Social Management Plans (or equivalent).
- Map stakeholders and contribute to Stakeholder Engagement Plans, consultation materials, and meeting facilitation.
- Assess land and livelihood risks and support resettlement-related screening/inputs when relevant (e.g., displacement risk, livelihood restoration needs).
- Analyze findings and prepare clear, evidence-based reports in English and/or Albanian, including non-technical summaries.
- Coordinate with environmental, planning, GIS, and legal team members to ensure integrated assessments.
- Ensure quality control of data, ethical standards, and confidentiality in fieldwork and reporting.

**Required Qualifications & Experience**

- University degree in Economics, Sociology, Social Sciences, Development Studies, Human Geography, or a related field (Master’s preferred).
- Minimum 3-5 years of relevant experience in socio-economic studies, social impact assessment, or development research (adjust as needed).
- Proven experience with quantitative and qualitative methods and field data collection.
- Strong analytical and writing skills, with experience producing professional reports for clients/donors/institutions.
- Familiarity with Albanian socio-economic context; experience working with municipalities and local stakeholders is an advantage.
- Knowledge of international standards (e.g., World Bank ESF, IFC Performance Standards, EBRD PRs) is an advantage.

**Skills & Competencies**

- Excellent communication and facilitation skills, including community engagement.
- Ability to work independently, manage deadlines, and coordinate across teams.
- High attention to detail and strong documentation/quality assurance habits.
- Proficiency in MS Office;
- Languages: Fluent Albanian required; strong English required (written and spoken).
