**Overall objective**
The overall objective (Impact) to which this action contributes is:


Expanding coverage, inclusiveness, effectiveness and shock responsiveness of social protection and labour market measures including categories at risk of exclusion.


**Specific objective**
The Specific Objectives (Outcomes) of this contract are as follows:



- Specific objective (Outcome) 1: Strengthening the capacity of the Government of Albania to successfully implement reforms in the policy areas under Chapter 19: Social policy and Employment, Chapter 22 and Chapter 26 related to Vocational Education and quality improvement of VET providers.
- Specific objective (Outcome) 2: Strengthening the capacities of the GoA for implementation of policies covered by SRPC EU4ESI and promotion of skills development and employment and social protection policies.
- Specific objective (Outcome) 3: Strengthening the role of the GoA for monitoring, reporting and communicating on reforms under SRPC and chapter 19.

**Key experts**
During the evaluation, higher scores will be awarded to the Expert's Profile that demonstrates, in addition to the minimum requirements, strengths in relation to the objectives, expected outputs, and scope of work. The award criteria may include additional desirable qualifications, skills and professional experience. These additional desirable criteria, will provide guidance on the elements that will be considered a strength and will receive higher scores.


The Key Expert's profile (Annex IV) shall be submitted by the tenderer for the following key experts:


**Key expert 2: Social Services Capacity Building expert**
****Qualifications And Skills:****

- Master's degree or equivalent in Social work, Social policy, Economic sciences, Psychology, or Sociology or other fields related to this assignment or, in its absence, professional experience of 5 years in the field of policy development and/or institutional capacity building and / or institutional strengthening in the field of social services, social work practice or social protection, in addition to the minimum general professional experience required.
- Fluency in English, both written and spoken (at least B2-level according to the Common European Framework of Reference for Languages - CEFR- levels).

****General Professional Experience:****

- Minimum eight preferably ten years of professional experience in the area of policy development and/ or institutional capacity building and/or institutional strengthening in the field of social services, social work practice or social protection in EU member state(s).

****Specific Professional Experience:****

- Experience of at least 5 (five) years in implementation in EU and donor-funded funded projects in the field of decentralization of social services and development of models/typologies of community based/social care services or development or inspection of social services standards, or in deinstitutionalization of residential care.
- Experience in providing policy advice and technical assistance to ministries and public institutions in EU Member State, candidate or potential candidate country(ies) on EU accession process related requirements in the area of social inclusion or protection will be an asset.

One Of The Key Experts Above Shall Be The Team Leader (TL). In Addition To The Criteria Specific For Each Profile As Stipulated Above, The Proposed Team Leader Must Meet The Following Minimum Requirements:



- Knowledge of EU project management methodology gained through the participation as a Team Leader in at least 1 EU-funded project6.
- Knowledge of Sector Budget Support gained through involvement in complementary or technical assistance services in at least 1 EU-funded project.

All experts must be independent and free from conflicts of interest in the responsibilities they take on.
