**Individual Consultant – Retail Logistics & Supply Chain Operations** 1. **General Information** **Assignment Title:** Retail Logistics & Supply Chain Operations Consultant **Client:** Balkan Finance Investment Group shpk. (BALFIN Group) **Engagement Type:** Individual Consultancy Assignment **Location:** Primarily Albania, with potential visits to other Group operating countries as required. **Sector:** Retail / Supply Chain / Logistics / Omnichannel Commerce **Duration:** Estimated 8–12 weeks (depending on final agreed scope/methodology) 1. **Project Background and Objectives of the Assignment** BALFIN Group is a diversified regional business group operating across several industries, including retail, real estate, banking, logistics, hospitality, and asset management. The Group operates multiple retail formats and brands across several countries and is continuously expanding its footprint and operational scale. As part of its strategic growth agenda and international expansion plans, the Group seeks to engage an experienced individual consultant to conduct an independent assessment of its retail logistics and supply chain operations and provide strategic and operational recommendations aimed at improving efficiency, scalability, customer experience, and cross-company synergies. The assignment is expected to support the Group in: - optimizing current logistics and supply chain operations, - identifying operational and cost synergies across retail businesses, - strengthening omnichannel and e-commerce logistics capabilities, - assessing future-ready last-mile delivery solutions, - and recommending scalable logistics models to support regional and international expansion. **Objectives of the Assignment** The main objectives of this consultancy are to: 1. Assess the current retail logistics operations and supply chain setup across the Group’s retail companies. 2. Identify operational inefficiencies, risks, gaps, and improvement opportunities. 3. Recommend optimization initiatives and synergy opportunities between Group retail businesses. 4. Assess current and future last-mile delivery capabilities and propose suitable solutions. 5. Evaluate omnichannel and online retail logistics readiness and recommend best practices. 6. Provide recommendations for a scalable logistics setup supporting international growth and expansion. 1. **Scope of Work** The Consultant shall perform, at minimum, the following activities: **A. Current State Assessment** - Review the current retail supply chain and logistics operating model. - Analyze warehousing, inventory management, replenishment, transportation, distribution, and delivery operations. - Review organizational structure, governance, KPIs, processes, systems, and operational workflows. - Assess current logistics costs, operational efficiency, service levels, and scalability. - Review existing technology platforms and digital logistics capabilities. **B. Retail Synergies Assessment** - Identify opportunities for shared logistics infrastructure and operational synergies among Group retail companies. - Assess opportunities for: - warehouse consolidation, - transportation optimization, - shared procurement, - shared last-mile capabilities, - centralized logistics planning, - and common technology platforms. **C. Last-Mile Delivery & Omnichannel Assessment** - Assess the Group’s current last-mile delivery model and customer fulfillment capabilities. - Benchmark against regional and international retail best practices. - Evaluate current omnichannel readiness and integration between physical stores, e-commerce, and logistics operations. - Recommend future-fit delivery models and customer fulfillment solutions. **D. International Expansion Logistics Setup** - Assess the logistics implications of future international expansion plans. - Recommend scalable logistics operating models for expansion into new markets. - Provide recommendations regarding: - regional distribution centers, - outsourced vs. in-house logistics, - cross-border fulfillment, - logistics partnerships, - customs and import/export considerations, - and network optimization. **E. Strategic Recommendations & Roadmap** - Develop a prioritized set of operational and strategic recommendations. - Propose a phased implementation roadmap including: - quick wins, - medium-term initiatives, - long-term transformation opportunities, - estimated implementation complexity, - operational impact, - and indicative investment considerations. 1. **Deliverables** The Consultant shall provide the following deliverables: **Deliverable: Description** Inception Report: Understanding of assignment, methodology, workplan, information requirements, and stakeholder engagement plan Current State Assessment Report: Assessment of existing logistics and supply chain operations Synergies & Optimization Report: Analysis of operational synergies and optimization opportunities Omnichannel & Last-Mile Assessment: Review and recommendations regarding omnichannel and delivery capabilities International Expansion Logistics Framework: Recommended logistics model supporting regional/international expansion Final Strategic Recommendations Report: Consolidated recommendations and implementation roadmap Executive Presentation: Presentation of findings and recommendations to Group leadership 1. **Schedule** The assignment is expected to be implemented in the following indicative phases: **Phase: Activity** Phase 1: Kick-off meetings and information gathering Phase 2: Assessment of current logistics operations Phase 3: Benchmarking and synergy analysis Phase 4: Omnichannel and last-mile assessment Phase 5: Development of recommendations and future-state models Phase 6: Final reporting and presentation 1. **Time Frame** **Activity / Output: Estimated Working Days** Project kick-off and planning : 3 days Data collection and stakeholder interviews: 8 days Current state logistics assessment: 10 days Retail synergies assessment: 5 days Omnichannel and last-mile assessment: 5 days International expansion logistics assessment: 5 days Development of recommendations and roadmap: 7 days Preparation of reports and presentation: 5 days Final presentation and alignment sessions: 2 days **Total Estimated Level of Effort: 50 working days** 1. **Reporting** The Consultant shall report directly to the Group Vice President for Retail which may include: - Group CEO, - relevant Retail Sector leadership, - Logistics/Supply Chain leadership, - and/or other designated Group stakeholders. The Consultant shall: - provide periodic progress updates, - participate in alignment meetings as required, - and ensure regular communication regarding project status, findings, risks, and recommendations. All deliverables shall be submitted in English in editable electronic format. 1. **Qualifications** The Consultant should possess the following qualifications and experience: **Education** - University degree in Supply Chain Management, Logistics, Industrial Engineering, Business Administration, Operations Management, or related field. - Master’s degree is considered an advantage. **Professional Experience** - Minimum 10 years of relevant professional experience in retail logistics and supply chain management. - Proven international experience in retail logistics transformation projects. - Strong expertise in: - warehousing and distribution, - omnichannel logistics, - e-commerce fulfillment, - last-mile delivery, - supply chain optimization, - and retail operational scaling. - Experience working with large retail groups or multinational retail operations. - Experience in the Western Balkans and/or emerging markets is considered an advantage. **Competency** - Strong analytical and strategic thinking capabilities. - Excellent stakeholder management and communication skills. - Ability to provide practical and implementation-oriented recommendations. - Strong presentation and reporting skills. - Fluency in English is required. 1. **Confidentiality Statement** The Consultant shall maintain strict confidentiality regarding all information, documentation, operational data, commercial information, strategic plans, and any other materials obtained during the course of the assignment. The Consultant shall: - not disclose any confidential information to third parties without prior written authorization from the Group, - use all information solely for purposes related to the assignment, - and return or securely destroy all confidential materials upon completion of the engagement, if requested. All deliverables, analyses, reports, and materials produced under this assignment shall remain the exclusive property of BALFIN Group.
